STEPS IN PREPARING AN ENVIRONMENTAL ASSESSMENT / ALTERNATIVES ANALYSIS (EA/AA)
  1. Define the study area and the purpose and need for the project
  2. Establish study goals, objectives and preliminary evaluation measures
  3. Undertake public involvement activities
  4. Collect data
  5. Develop conceptual alternatives
  6. Estimate capital and operating costs of each alternative
  7. Forecast ridership and other travel characteristics of alternatives
  8. Assess transportation, social, and environmental impacts of alternatives
  9. Coordinate with environmental resource agencies
  10. Evaluate preliminary funding and financing strategies
  11. Review and approval of study by Federal Transit Administration
